The film is directed by Han Yan (韓延), stars Zhu Yilong, and features Tan Jianci (檀健次) in a special appearance. In addition, a lineup of talented actors including Leung Ka-fai (梁家輝), Kara Hui (恵英紅), Ni Dahong (倪大紅), Yip Tung (葉童), and Michelle Wai (衛詩雅) will appear. For director Han Yan and Zhu Yilong, this marks their second collaboration, following the film "Lighting Up The Stars (人生大事) (Japanese title: Hoshiakari wo Miagereba)" (released in 2022).

The story unfolds in a city in the early 1990s, where social order was unstable and desires swirled. Wan Ziqiang (万梓強), a migrant worker played by Zhu Yilong, gets involved in crime after meeting a flight attendant (Michelle Wai), and eventually becomes embroiled in a fierce conflict with a wealthy tycoon (Leung Ka-fai). Meanwhile, Tan Jianci plays Qi Honggang (亓宏剛), a mainland Chinese police officer who works with the Hong Kong police to pursue the truth behind the case.

Wan Ziqiang, whom director Han Yan describes as "an aggregate of heinous criminals from the 1990s," is portrayed as a character who is not modeled on any specific real person, but possesses a combination of madness, cruelty, and a reckless demeanor. In contrast, Qi Honggang is set as an unconventional police officer with swift actions and a unique "outlaw-like aura."

The film is available in two versions: Mandarin Chinese and Cantonese. To master his Cantonese lines, Zhu Yilong reportedly underwent intense training, stating that he "nearly went crazy trying to learn it." Regarding Tan Jianci's Cantonese, netizens have commented that it is "sexy and distinctly Hong Kong."
