The Hainan Provincial People's Government, located in southern China, recently announced the "15th Five-Year Plan for Hainan National Ecological Civilization Pilot Zone (15th Five-Year Plan for Building a Beautiful Hainan)." By smoothly advancing the ban on sales of internal combustion engine vehicles using conventional fuels such as gasoline by 2030, the province has indicated that the proportion of new energy vehicles owned will rise from 23.75% in 2025 to 45% in 2030.

According to the plan, by 2030, the proportion of clean energy in new and replacement vehicles in public services and social operation sectors (excluding special uses) across Hainan Province, and the proportion of new energy vehicles in new and replacement private vehicles, will reach 100%. Furthermore, the ratio of new energy vehicles owned to the total number of charging stations will be maintained at 2.5:1 or lower. At the same time, the demonstration operation of fuel cell vehicles in heavy-duty trucks, cold chain logistics, and public transportation will be progressively promoted, and plans are in place to establish and construct deep-sea integrated energy bases that integrate electricity, hydrogen, ammonia, and methanol, as well as hydrogen-based energy refueling centers.

The "Hainan Province Clean Energy Vehicle Development Plan," announced in March 2019, had already set the development goal of "prohibiting the sale of gasoline vehicles across Hainan by 2030 and striving for the province's vehicle clean energy transformation to reach international benchmark levels." Additionally, the "Hainan Province Carbon Peak Implementation Plan," announced by the province in August 2022, also stipulated that by 2030, the sale of gasoline vehicles would be completely banned across Hainan Province, and the proportion of new energy vehicles in new and replacement private vehicles would be 100%.
